THE PARTNERSHIP
PUBLIC-PRIVATE
Public-Private Partnerships (PPPs) are a method of public procurement, similar to public contracts, which involves collaboration between public sector entities and private companies to develop and execute public infrastructure projects.
In the Democratic Republic of Congo, PPPs take the form of public service delegation contracts or partnership contracts covering both public and private state-owned infrastructure.
The public service delegation contract necessarily relates to a public service and takes in particular one of the following forms: concession, lease and profit-sharing management.
The partnership contract specifically covers a comprehensive mission to finance an infrastructure; its design, construction, operation, and maintenance are the responsibility of the private partner.
Long-term agreements, whose purpose is the exploitation of natural resources, in return for the construction of infrastructure in which the private partner has an overall role including financing and design of works or acquisition of equipment, constitute partnership contracts.
